The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are fought: hopeful statements are delivered from multiple capitals. Significant resources is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a ability provided through up-to-date information. From observation points, military aircraft that had been scrambled to engage hostile aerial threats flew past – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv greeted the morning news: seven people killed, devastation and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that European nations are clearly incapable to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This pattern will, no doubt, continue.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is impossible to force Russia to relinquish the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until conditions improve in its benefit.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
